ROCKVILLE — Montgomery County officials say a courthouse annex being built in Rockville has created a problem for a Sept. 11 memorial across the street.

The Washington Post reports that the memorial was designed so that a beam of rising sunlight would illuminate the dates and names of the 11 victims from the county on every anniversary of the attacks at 8:46 a.m., the moment when the first plane hit the World Trade Center. But the annex, which is 114 feet tall, blocks that light until after 9 a.m.

Officials say it’s an unfortunate situation, but that it’s too late to change the $141 million annex project.

Susan Flores, one of the artists who designed the memorial, says she hopes the county can find a way to alter the building.
