$37.3B budget favors fracking study, biotech and cyber-security firms (access required)

Gov. Martin O’Malley’s roughly $37 billion budget proposal to the General Assembly includes an increase in the money allocated for some business-friendly tax credits, $1.5 million to pay for studies into the safety of hydraulic fracturing and puts the state “on the verge” of closing what was once a $1.7 billion structural deficit.
