Sabet's statement is an FEEBLE statement, and continuously proven wrong.

With marijuana being illegal, it's FAR easier for children to get ahold of. A dealer isn't going to card them, most won't care, some might even be willing to kill those children to protect themselves. If we regulate the substance, we can control it. If continue to classify it as an illegal substance we'll only push more money, power & children into the black market, and crime syndicates.

Nothing is ever perfect, but the reality of this is pretty simple.

If, Money = power
Then, Marijuana + black market = more power for crime syndicates.
Else, Marijuana + regulation = more power for honest people doing honest business.

I wonder how much money the federal government could save by declassifying this drug? Likewise in turn locally?

I wonder too, if this could cause a decrease in violent crimes? Or at the least a better response time from police regard. Especially if police are given more time to focus on such things IF marijuana was legalized?

I wonder too, how much more tax revenue could be legally created by legalization?

In my opinion, I see legalization of marijuana as a major winning action.
