Top court opens term with lead-paint case

With a new chief judge in the center seat, the Court of Appeals heard argument Wednesday on whether former Baltimore homeowners must be notified before plaintiffs have the properties tested for lead paint in lawsuits in which the ex-owners are named defendants.
