Downtown development in Columbia has dwindled to a halt. The last office building in Columbia’s core was built in 1995 and overall office vacancy is at nearly 20 percent. As the locals like to say, Jim Rouse’s visionary city, America’s original planned community, finds itself, ironically, without a plan.
