The city’s design review panel on Thursday rejected design plans for a public park to border the 23-story regional headquarters for Exelon Corp. on the city’s waterfront at Harbor Point.

The developer of the $1 billion Harbor Point project on the city’s waterfront said Thursday he would not build on the site if $107 million in tax incentives are not approved by the City Council.

Exelon Corp., of Chicago, parent company of Baltimore-based energy company Constellation, announced that Kenneth W. Cornew, formerly executive vice president and chief commercial officer, Exelon, and president and CEO of Constellation, has been promoted to senior executive vice president and chief commercial officer, Exelon, and president and CEO of Exelon Generation, commanding one of the largest electric wholesale and retail power generation companies in the U.S.

Since construction ended on the Conowingo Dam in 1928, it has been the best management practice to prevent sediment flow into the Chesapeake Bay from the Susquehanna River, said Bob Judge, spokesman for Exelon.

The board of directors of the Baltimore Development Corp. approved a request for a $107 million tax break to help develop the local headquarters for Exelon Corp. at Harbor Point Thursday morning, sending the bid on to Mayor Stephanie Rawlings-Blake.

Developers of the proposed 23-story Exelon Corp. tower on the Baltimore waterfront plan to pierce a protective cap covering toxic chromium waste to drive pilings 70 to 80 feet into the ground to anchor the energy giant’s new regional headquarters, according to state environmental officials and the developers themselves.

Brenda McKenzie, a veteran economic development expert who recently led the Boston Redevelopment Authority and served as deputy commissioner for the Chicago Department of Planning and Development, has been named the new president of the Baltimore Development Corp.
