A bill that would allow workers who put money in a health flexible spending account to recover unspent funds at the end of the year, rather than having the funds revert to their employers, has been introduced in the U.S. Senate by Sen. Ben Cardin, a Maryland Democrat, and Mike Enzi, R-Wyo.

Investors hear a lot about the benefits of asset allocation, that is, spreading your assets among different types of investments to help reduce risk. But less discussed is an equally important measurement: correlation, which is a way to measure how closely related two types of investments are. In theory, you could be invested in multiple securities of differing types and classes, but if they are all closely correlated, your portfolio may not be as diverse as you think — and could open you up to more risk than you intended.

WASHINGTON — For the third year in a row, the nation&#8217;s economic recovery has hit a springtime soft spot. Reflecting that weakness, only 1 in 4 Americans now expects his or her own financial situation to improve over the next year, a new Associated Press-GfK poll shows. Frederick County Bancorp Inc., the parent company of Frederick County Bank, reported first-quarter net income of $480,000, or 31 cents per diluted share, compared to net income of $370,000, or 24 cents per diluted share, for the comparable 2012 period.
