FREDERICK — Omni Corp. is laying off nearly 100 workers who maintain the National Emergency Training Center in Emmitsburg. The workers will lose their jobs because the company’s contract with the Department of Homeland Security and Federal Emergency Management Agency wasn’t renewed.
