Man enters insanity plea in ax slaying of brother

CUMBERLAND — An Allegany County man has pleaded not criminally responsible to charges he killed his brother with an ax.

Forty-two-year-old Mark Collins of Cumberland is charged with first-degree murder and assault. His 46-year-old brother William was found dead in August in a trailer they shared.

The court ordered an evaluation Tuesday of Collins’ mental condition. The defense also asked for an evaluation to determine if Collins is competent to stand trial.

Collins is being held at the state-run Clifton T. Perkins Hospital Center, a maximum security facility for psychiatric patients.

Court records show that Collins spent nearly two years in a mental institution after he was charged with arson in Allegany County in 2004.
