Gov. O’Malley lays out budget options for Democrats

ANNAPOLIS — Maryland Democratic lawmakers say Gov. Martin O’Malley has told them he’ll keep an open mind on new taxes as they seek a spending plan that minimizes cuts to education, health care and transportation.

O’Malley met Tuesday morning with Democratic senators. Senate President Thomas V. “Mike” Miller said O’Malley outlined his budget proposal — first released last month — for the group.

Senators who attended the meeting said the governor appeared to neither favor nor rule out specific tax hikes sought by lawmakers. Democratic senators Brian Frosh and Roger Manno said O’Malley promised lawmakers he would be open to all proposals.
