The Maryland Attorney General’s office said its Consumer Protection Division filed administrative charges against GRS Fitness LLC and its owner, Bernard P. Caplan Jr., alleging that they arbitrarily discontinued services at a health club in Essex.

Other charges include making false and misleading statements to consumers in regard to their cancellation rights, offering and charging improper fees, attempting to collect debts not owed and failing to post required security.

Officials said the charges stem from 2010, when GRS Fitness took over the Energy Fitness Center in Essex.

A pre-hearing conference is slated for Sept. 9 at the Office of Administrative Hearings in Hunt Valley.
