WASHINGTON — Baltimore Mayor Stephanie Rawlings-Blake is planning to attend President Barack Obama’s State of the Union address.

The mayor will be Sen. Ben Cardin’s guest in the House of Representatives chamber at the Capitol on Tuesday night.
Obama is expected to make an argument for economic fairness for the middle class and talk about manufacturing, education, clean energy and American values in the address.
