Movers & Shakers, 2/27: Collier reappointed chair of Horizon Foundation board of trustees

Shirley D. Collier

Shirley D. Collier, CEO of Optemax LLC, a developer of wireless optical airborne network communications technologies, has been reappointed chair of the board of trustees of The Horizon Foundation. Collier was co-founder and CEO for 15 years of Paragon Computer Services and all its subsidiaries. She is the past chair the board of the Howard County Economic Development Authority, and is a founding member and past president of the International Alliance of Technology Integrators. Collier has served on the boards of the Howard County Chamber of Commerce, the Domestic Violence Center of Howard County, and FCNB. Selected as vice-chair of The Horizon Foundation’s board was John B. Isbister, a partner with the law firm of Tydings & Rosenberg. Lynn C. Coleman, vice president of administration and finance at Howard Community College, has been named treasurer. Mary Ellen Duncan, a partner in Synergies Consulting Group, was appointed treasurer. The Horizon Foundation has programs that focus on intervention, prevention, health education and maintenance, conducting planning initiatives, participating in public policy activism, grantmaking and strategic partnerships with others.

Accounting

Ellin & Tucker has promoted Daniel J. Thrailkill to manager and Clare Kim and Elisabeth J. Dempster to supervisor of its tax department. Thrailkill, a CPA, has also worked as a tax and audit accountant for a regional accounting firm; he has bachelor’s degrees in accounting and finance from Salisbury University. Kim was an assistant controller to a private company before joining Ellin & Tucker; she has a bachelor’s degree in accounting from the University of Maryland University College and recently passed the CPA exam. Dempster has also worked for a regional accounting firm; she graduated from Towson University with a bachelor’s degree in accounting.

Awards

Cynthia J. Boyle recently received the 2012 APhA Gloria Niemeyer Francke Leadership Mentor Award from the American Pharmacists Association for her work developing experiential education management and leadership and her work leading student pharmacists to advocate for their profession. Boyle is professor and chair of the Department of Pharmacy Practice and Administration at the University of Maryland, Eastern Shore School of Pharmacy and Health Professions. She recently finished her tenure as the executive director, Experiential Learning Program and associate professor of pharmacy practice and science at the University of Maryland School of Pharmacy. She received her PharmD from the University of Maryland School of Pharmacy.

Banks

Brad Cohen has joined Rockville-based Capital Bank as a senior mortgage banker in the residential lending department. He has 15 years of experience in mortgage banking. The Scotsman Guide ranked Cohen the No. 8 loan officer in the country in top dollar volume for 2011.

Real Estate

Steve Sobul Jr. has been named senior operations accountant by Continental Realty Corp. He previously was senior accountant for Connections Education LLC. Sobul also worked for a Baltimore-area public accounting, consulting and audit firm. He has a bachelor’s degree in accounting with a minor in economics from Stevenson University and is a CPA.

Transport

David Kehoe has been named national accounts manager of Roadnet Technologies, a Baltimore-based vehicle routing, scheduling software and fleet management technology company. He was formerly regional sales manager for Profit 21/Activant Solutions. Kehoe has 23 years of experience in sales and marketing in the information technology, consulting and financial services industries.
