ANNAPOLIS — An affidavit filed as part of a sexual harassment lawsuit contains new allegations of misconduct by Anne Arundel County Executive John Leopold, who is facing criminal charges for allegedly misusing his police detail.
The affidavit says Leopold and his staff destroyed documents and that county employees were deployed as spies to detect disloyalty. It also describes a sexually charged atmosphere in which Leopold and other employees harassed female workers.
The affidavit was filed by Carla Sagerholm, who has worked in the county executive’s office for four years. It says she’s currently on leave for post-traumatic stress disorder caused by the conditions in Leopold’s office.
It comes as part of a civil suit filed by Karla Hamner, who alleges that Leopold sexually harassed her and orchestrated her firing.
