Pratt amends complaint in suit over phone contract

Attorneys for Baltimore Comptroller Joan Pratt filed a second amended complaint last week in her lawsuit seeking to prevent Baltimore Mayor Stephanie Rawlings-Blake from continuing with her plans for an Internet-based phone system for city employees.

Pratt alleges in the second amended complaint that the contracts entered into with Rockville-based Digicon Corp. to install a voice over Internet protocol phone system violated the Baltimore City Charter because “(1) they were never advertised as VoIP contracts; (2) the bids or proposals were never scored for a VoIP contract; and (3) the contracts utilized had already terminated.”
