Drug charges dropped against Md. murder suspect

ELKTON  — Maryland prosecutors are dropping drug charges against a Port Deposit man accused of raping and killing a 10-year-old Cecil County girl.

Cecil County State’s Attorney Ellis Rollins told The Associated Press on Wednesday that he has instructed his staff to drop marijuana possession and drug paraphernalia charges against 29-year-old Richard E. Madden Jr.

Madden was arrested on the drug charges in June as authorities investigated the death of Kami Ring. He was later charged with killing her.

No court dates are scheduled in the murder case against Madden, but Rollins says the grand jury process is under way.

Ring’s body was found near a home where she’d been staying with Madden’s parents. The girl considered the couple to be her grandparents, even though they were not biologically related to her.
