The family of a man killed by a speeding car outside Baltimore’s City Hall is speaking out against a possible plea deal for the driver accused in the collision.

Relatives of Matthew Hersl, a City Hall worker, said Tuesday that prosecutors have told them they’re considering a plea offer for the driver charged in the April crash.

Hersl’s family released a police report alleging that the driver, identified as Johnny Johnson, was traveling up to 115 mph and was being pursued by police before losing control of his car. The report also alleges that police found drugs in Johnson’s car.

State’s Attorney Gregg Bernstein says in a statement that while he can’t discuss the case’s specifics, he believes the penalties for vehicular manslaughter are “woefully inadequate.”
