O’Malley, lawmakers want top court to reconsider lawyers-at-bail ruling

Speaking on the first day of the 2014 General Assembly session, Gov. Martin O’Malley and the General Assembly’s leadership voiced hope Wednesday that the state’s top court will reconsider its September decision that defendants have a right to counsel at initial bail hearings -- a ruling that could cost the state at least $28 million annually.
