Donald Ray Millsaps, III v. State of Maryland

The appellant, Donald Ray Millsaps, III, was convicted in the Circuit Court for St. Mary’s County in a jury trial, presided over by Judge Michael J. Stamm, of child sexual abuse and of a second degree sexual offense. He raises on appeal the single contention that the abuse victim, six years old at the time of trial, was erroneously ruled to be competent to testify.
