Appellant, Brenda Pinder-Bey, seeks our review of a decision issued by appellee, the Board of Appeals of the Department of Labor, Licensing and Regulation, in an unemployment benefits case. The Board of Appeals declined to hear Ms. Pinder-Bey’s appeal on jurisdictional grounds, and she sought judicial review of that decision in the Circuit Court for Baltimore City, which affirmed the Board’s decision. Ms. Pinder-Bey raises a single question for our consideration, which we have rephrased for clarity as follows:
