SYLVIA HILL-GILCHRIST v. PUBLIC SCHOOL LABOR RELATIONS BOARD et al.

Sylvia Hill-Gilchrist, appellant, appeals pro se from the dismissal in the Circuit Court for Baltimore City of her petition for judicial review of the decision of the Maryland Public School Labor Relations Board dismissing as untimely her July 9, 2013, charge against the Baltimore City Board of School Commissioners and the Maryland Public School Labor Relations Board, appellees.

The argument that we are called to answer is limited: whether the Board erred in dismissing her 2013 complaint as untimely filed. She argues that the Board was required to inform her when it dismissed her 2011 complaint that she had the right to appeal, and that the Board’s failure to so inform her should excuse the late filing of her 2013 complaint.
