Everyone knows former Sen. Bobby Neall is a budget expert but apparently he has a talent that had been a virtual secret until Treasurer Nancy K. Kopp let the cat out of the bag.
Neall, a senior adviser on fiscal issues to Gov. Larry Hogan, was recently appointed to the University System of Maryland Board of Regents—a fact Kopp noted in her speech Thursday after being re-elected to her fourth full term by the House and Senate.

It was then that Kopp took a moment to reveal Neall’s hidden talent and encourage him to use it to make friends on campus.
“I do know that when the students hear they have a new regent who can tie not one but two knots in a cherry stem with his tongue and teeth and try to do three, I’m sure you’ll win them over just like that,” Kopp said to Neall.
It’s a feat that Neall didn’t attempt at a Hogan’s first budget press conference.
