Longtime Del. Joseph J. “Sonny” Minnick has died at the age of 82.
Minnick died of a blood disease Sunday at Stella Maris in Timonium.
Minnick, a Dundalk Democrat, served 22 years in the House of Delegates from 1988-1990 and again from 1995 to 2015. During that time he served for 10 years as the chairman of the county’s delegation to the House of Delegates.
“Sonny Minnick was a favorite among his colleagues in the Maryland House of Delegates and he always remaining focused on improving the lives of his beloved Dundalk community,” House Speaker Michael E. Busch said in a statement. “Sonny was a great personal friend. My heartfelt sympathy is extended to his family and especially his wife, Barbara.”

During his time in the House, Minnick developed a reputation as a conservative Democrat typical of the east side of Baltimore County. He was also known by members and the media for his unofficial role in ending debate on controversial bills or legislation where debate had run too long. It was common to hear the Speaker of the House call on Minnick during those times and then hear him “move the previous question” — a non-debatable parliamentary procedure meant to bring about a final vote.
Minnick was born in Dundalk in March 1933 and attended Dundalk High School. He served in the Navy from 1952-1956.
He is survived by by his wife of 48 years, Barbara and three children, Danielle Cogar, Christopher Minnick and Barbara Morse, and his brother Daniel Minnick, Jr. and six grandchildren.
Viewings will be held at Connelly Funeral Home, 7100 Sollers Point Road in Dundalk, from 7-9 p.m. on Wednesday and on Thursday from 3-5 p.m. and 7-9 p.m.
A mass is scheduled for 10 a.m. Saturday, Oct. 17 at Our Lady of Hope Church, 1727 Lynch Road in Dundalk.
