Appellant, Eilene Cohhn, appeals from an order of the Circuit Court for Montgomery County granting summary judgment in favor of appellees, the Montgomery County Department of Parks (“Parks Department”) and the Maryland-National Capital Park and Planning Commission (“Commission”). On appeal, appellant presents a single issue for our review, which we rephrase as follows:
Whether a pilot program that uses bow hunting to reduce the deer population in two county parks violates Maryland’s animal cruelty laws where a more humane method is reasonably available.
