Kay N. Harding
Baltimore City Law Department, Office of Legal Affairs
An immigrant from Jamaica who grew up poor, Kay Harding has not forgotten her humble roots.
She defied expectations to earn her law degree from the University of Maryland, then spent 11 years as a staff attorney at the Maryland Legal Aid Bureau, where she helped numerous low-income families from losing their homes.
In her current job with the Baltimore City Law Department, she is part of the effort to reform the city police department.
Harding also is a board member and former president of the Alliance of Black Women Attorneys in Maryland.
