Vernon A. Collins appeals the Circuit Court for Anne Arundel County’s denial of his petition for writ of error coram nobis. There, he challenged his 1972 conviction for assault with intent to murder because the trial court instructed the jury that they were the judges of the law as well as the facts, and that the court’s instructions on the law were “advisory only.” Following a hearing held on July 6, 2017, where it was established that a transcript from the 1972 trial was never prepared and could not now be created, the circuit court denied the petition based on laches.
