Maureen Evans Arthurs
Director of Government Affairs and Strategic Partnerships
Office of Howard County Executive Calvin Ball
The Democratic wave that swept through Howard County on Election Day 2018 likely wouldn’t have been possible without the strategic efforts of Maureen Evans Arthurs.
Evans Arthurs was the campaign manager for Team Howard, a countywide campaign to get newly registered and drop-off voters to the polls in support of 21 Democratic candidates in the county and several state races for the state Democratic Party.
In the four months leading up to the election, her team of 10 field organizers knocked on more than 65,000 doors; voter turnout increased 47 percent and Democrats won 19 of 21 county races. The wave included a new county executive and county council and one-third of the county’s state delegation.
Evans Arthurs considers the 2018 campaign her most significant professional achievement, but it was about more than the impressive numbers.
“The course of Election Night will help change the trajectory of people’s lives in our community. I felt a great sense of accomplishment that we elected the right leaders to advance the needs of those in our community for years to come,” she said.
In her work with County Executive Calvin Ball, Evans Arthurs has many roles, including securing funding for schools, advocating for affordable housing, securing funding to mitigate flooding disasters and providing housing opportunities for veterans and domestic violence survivors.
Evans Arthurs says it was her grandmother, a block captain for pioneering U.S. Rep. Shirley Chisholm in New York City, who inspired her to get involved in her community.
“The congresswoman’s words resonate with me deeply and are the heart of why I do what I do: ‘Service is the rent we pay for the privilege of living on this earth’,” she said. “Along with a quote from the late Senator Paul Wellstone – ‘We all do better when we all do better’ – that’s what drives my work ethic every day.”
