Hutchins will lead the strategic direction of Planned Parenthood of Maryland’s advocacy to advance policy and legislation that protects and expands reproductive health care and maximizes the ability to deliver health care and sex education. He will work in close coordination with the national organizing team to build power for the reproductive justice movement.
Hutchins brings extensive experience in state and federal government and nonprofit sector. He directed Maryland Working Families leading the effort to pass legislation to raise the state minimum wage. He was legislative director for Maryland & D.C. AFL-CIO, and under former Gov. Martin O’Malley, Hutchins served as director of government affairs for the Department of Labor, Licensing and Regulation. Jay was a Clinton administration appointee in the Peace Corps Office of Congressional Relations.
Hutchins received a Bachelor of Arts from Winston-Salem State University and a Juris Doctor from Howard University School of Law.
