Staff Attorney – Project HEAL

Kennedy Krieger Institute

As staff attorney for Project HEAL at the Kennedy Krieger Institute, Alyssa Navarrete Thorn serves children with emotional and intellectual disabilities by helping assure that they and their families get the legal and medical help they need.

Thorn said she is driven by the desire to inspire change for those who need it most.

“I work to ensure that all students, regardless of disability, are afforded an education that enables them to be successful and to realize their potential,” Thorn said.

Thorn said her entire professional career, which has included stints as a public defender and as a staff attorney for Disability Rights Maryland, has been centered around service to society’s most vulnerable members.

Thorn’s service extends outside the workplace as she is involved with numerous professional and advocacy groups, including Baltimore CityWide Special Education Advocacy Project, Maryland Coalition to Reform School Discipline, Education Advocacy Coalition for Students with Disabilities in Maryland and Maryland Special Education Lawyers.

Thorn also serves on the development committee and chairs the public policy and governmental affairs committee for ARC of Baltimore.
