Earning a bachelor’s and master’s degree in social work from the University of Maryland, Baltimore County and the University of Maryland, Baltimore, respectively, Rachael Faulkner was drawn to the systemic change aspect of the field. How to change facets that are fundamentally not working for social workers as well as advocating for change on a larger scale.

“What I enjoy seeing most is when you have an idea that you are able to get not just across the finish line with legislation but actually see it be implemented and see people benefit from your work,” she said. “That to me is extremely rewarding. I also really enjoy educating people about some of the really great work that my clients do.”

Since 2016, Faulkner has served as director of research and policy development for the Annapolis-based Public Policy Partners. In the past several years, she has been involved in education reform working with the Maryland General Assembly on school health services focusing on underserved communities.

Her previous positions include director of interagency affairs and education policy at the Maryland Department of Disabilities and director of government affairs and communications at the Maryland Department of Health, Behavioral Health Administration.

“I strive to work with others with a shared mission,” she said. “I believe establishing partnerships and nurturing good relationships with colleagues is the most effective way to reach your goals.”

Faulkner will often tell people that she engages in public policy through a social work lens. “My career goal was never to establish policy in of itself but to be an advocate,” she said. Her priority is always to work on behalf of her clients, speak with their voice and meet their goals.
