Hogan names 2 circuit, 2 district judges

Gov. Larry Hogan on Wednesday appointed circuit court judges for Baltimore and Allegany counties and district court judges for Prince George’s and Caroline counties.

Hogan elevated District Judge Stacy A. Mayer to the Baltimore County Circuit Court and named Allegany County State’s Attorney Michael O. Twigg to the county’s circuit court.

The governor picked former Prince George’s County Circuit Judge Bryon S. Bereano for the county’s district court, a seat he held from 2016 to 2020. Hogan named Caroline County Attorney Heather L. Price for that county’s district court.

“The appointment of qualified individuals to serve across our state’s justice system is paramount to upholding our responsibilities to the people of Maryland and the rule of law,” Hogan said in a statement announcing the appointments. “I have confidence that these respected individuals will continue to be strong advocates for the law and will serve the citizens of the state of Maryland admirably.”

The governor’s office provided brief biographies of the appointees.

Mayer, who succeeds retired Baltimore County Circuit Judge Mickey J. Norman, served on the district court since 2013. The University of Maryland School of Law graduate previously served as Gov. Martin O’Malley’s chief legislative officer and as an assistant Baltimore County state’s attorney.

Twigg, who succeeds retired Allegany County Circuit Judge W. Timothy Finan, served as the county’s state’s attorney since 2003 and, before that, as an assistant state’s attorney beginning in 1997. The Georgetown University Law Center graduate also served in the specialist homicide section of the U.S. attorney’s office for the District of Columbia.

Bereano, who succeeds former District Judge Joseph L. Wright of Prince George’s County, served on the circuit court last year. Prior to becoming a judge in 2016, Bereano served as an assistant Prince George’s County attorney and as an associate at Knight, Manzi, Nussbaum & LaPlaca P.A. and at Lerch, Early & Brewer Chtd.

The University of Baltimore School of Law graduate, and son of Annapolis lobbyist Bruce Bereano, also clerked for U.S. District Judge Alexander Williams Jr. and Prince George’s County Circuit Judge William B. Spellbring Jr.

Price, who succeeds retired District Judge Douglas H. Everngam of Caroline County, served as that county’s attorney since 2013. The University of Baltimore School of Law graduate also served as an assistant Anne Arundel County attorney and assistant Frederick city attorney.
