Administrative and Chief Judge
Circuit Court for Baltimore City

Hon. Audrey J.S. Carrion is the administrative judge and chief judge of the Circuit Court for Baltimore City. She became an associate judge of the Circuit Court of Baltimore City in November 1999 and was the judge in charge of the Family Division from 2003 to 2009. Before that, she served on the District Court of Maryland.

Carrion is a graduate of Th e University of Baltimore’s School of Law. She has received the 2012 EBLO Jose Ruiz Achievement Award; 2011 Th e Daily Record Leadership in Law Award; 2011 Th e Maryland Hispanic Bar Association Outstanding Achievement Award in 2011 and the Women’s Law Center — Rosalyn B. Bell Award in 2010.

As the administrative judge of the Circuit Court for Baltimore City, Carrion is responsible for managing the city’s courts. COVID-19 forced the use of virtual platforms for most proceedings and to drastically reduce courthouse activity.

“This effort is successful due the outstanding cooperation and leadership of courthouse staff, judicial partners and members of the Bar,” she said. “Our charge has always been to provide efficient access to justice to all who reach our courthouses. Th e pandemic requires that we do so while adhering to health and safety protocols.”

When looking back at the influences that inspired her approach to leadership, Carrion said her mother, who was a community activist in Puerto Rico, taught her how to feel comfortable in a room. And her son, who at 14 still asks the “why” question that sometimes adults forget to ask.

“Finally, leadership is not a solo act,” she said. “Th is year I’ve had the privilege of working and seeking the input of many members of our courthouse family. Our interactions have helped me listen to others’ ideas and invite and consider alternative viewpoints.”
