Gov. Larry Hogan has named Kathleen English, a lawyer who focuses on criminal defense, to the Circuit Court for Frederick County.
English is a principal with the firm she started, Puhala & English, PA, the governor’s office said in a news release.
She previously worked as an assistant state’s attorney in Carroll and Frederick counties. In Frederick County, she was chief of the District Court in the juvenile and child support divisions, and she served in the office’s narcotics unit.
She also adjudicates appeals from Frederick city police officers as a member of the city’s Labor Relations Panel.
She received her J.D. from the College of William & Mary Marshall-Wythe School of Law.
