For nearly 22 years, David H. Carroll Jr. has served as a managing member at Capitol Strategies, an Annapolis-based governmental relations firm that represents clients before the Maryland Executive Branch and General Assembly.
Carroll founded Capitol Strategies with Robert Johnson and the late Edward O. Wayson Jr. in 2000, with Johnson serving as managing partner from 2006 to 2015.
Prior to joining the firm, Carroll served as the director of government relations at Synergics and worked for the Democratic National Committee as director of the Democratic Business Council.
Carroll is a graduate of Washington and Lee University, where he received a bachelor’s degree in politics. During his career, he has lobbied on behalf of clients ranging from Lyft and Bard, to American Express and MGM.
What’s the most important life lesson you learned?
Lobbying is a highly social business, and to that end, the value of relationships is a large part of my currency in politics. The value of continually building and maintaining relationships is critical to my success and probably a great lesson for any business. Realizing that, early on in the game of politics, was critical to just about everything I do in business and life.
