Upon seeing Baltimore City detectives in a marked car in a high-crime area, Appellant Tyrie Washington fled and was quickly apprehended by a third detective. Once apprehended, a fourth detective frisked Washington and found a handgun. Washington was charged with, among other crimes, wearing/carrying/transporting a loaded handgun on one’s person. Washington moved to suppress the gun and the Circuit Court for Baltimore City denied his motion.
