Michael C. PowellFor 40 years, Michael C. Powell has helped shape environmental policy in Maryland. A member at Gordon Feinblatt LLC, Powell’s practice includes environmental law, energy law and governmental relations.

Powell is most passionate about the “need to reduce greenhouse gas emissions to mitigate against the worst impacts of climate change while simultaneously preserving Maryland jobs and the economy,” he said.

This passion and his work experience led to his 2015 nomination by Gov. Larry Hogan to the Maryland Climate Commission’s Mitigation Working Group, and a renomination in 2016 by Senate President Thomas V. “Mike” Miller Jr. Powell serves as the business representative and co-chair of the group, which makes recommendations to the state on greenhouse gas emissions reduction.

In 2022, NAIOP Maryland, or the Commercial Real Estate Development Association, awarded Powell the F. Patrick Hughes Award of Excellence for his work on the Commission representing the state’s business interests while advancing key environmental legislation through the General Assembly.

Before joining Gordon Feinblatt, Powell served as principal counsel to the Maryland Department of the Environment, and, while there, he helped develop the Chesapeake Bay Program, a regional partnership between five states bordering Maryland and the District of Columbia designed to restore the Chesapeake Bay.

Powell also drafted and lobbied for Maryland’s brownfields legislation, which has since resulted in the remediation and redevelopment of properties affected by hazardous substances and other contaminants.
