Appellant Ernest Tyndale, who is incarcerated in the Jessup Correctional Institution (hereinafter “JCI”) in Anne Arundel County, contends that the Circuit Court for Baltimore City erred in denying his petition for writ of habeas corpus. The Warden of JCI, appellee, moves to dismiss the appeal.
