After earning his master’s degree in public policy from the University of Maryland, College Park and his law degree from the University of Baltimore, Gerard Evans went to work in 1976 as the top aide to Montgomery County Senate Delegation Chair Victor L. Crawford.

Ten years later, he started his own lobbying firm, Evans and Associates. The Annapolis firm soon developed into one of the best-known in the state and Evans himself earned a reputation as perhaps the state’s most visible, powerful and best-paid lobbyists — identified as such by both local publications and national groups such as the National Institute for Lobbying and Ethics.

Evans’ list of clients is extensive and includes such high-profile clients as the Baltimore Orioles, the Fraternal Order of Police and Professional Firefighters, the Maryland Hospital Association and the law offices of Peter G. Angelos.

In written comments to the Daily Record, Evans identified longstanding, honest relations as the key to success, both in life and politics, and emphasized the importance of taking nothing personally in politics.

“The same legislator who’s opposing you on an issue today may be an ally on a different issue tomorrow,” he said. “Try to keep it all in perspective.”
