This case concerns whether the Circuit Court for Talbot County erred by setting a defendant’s initial trial date beyond the Hicks deadline. The Hicks rule derives from three sources: Maryland Code (2001, 2018 Repl. Vol.), § 6-103 of the Criminal Procedure Article (“CP”); Maryland Rule 4-271(a); and State v. Hicks, 285 Md. 310 (1979).
