Appellant Pardeep Dhillon appeals the decision of the Circuit Court for Charles County, which upheld the action by the appellee, Maryland Transportation Authority (“MDTA” or “Agency”), to terminate Dhillon’s employment as an MDTA officer for violations of MDTA’s Code of Conduct.
