Aaron B. Roberts and Malik K. Leftwich, appellants and inmates at the Eastern Correctional Institution, sued seven officials and employees of the Department of Public Safety and Correctional Services, appellees (collectively, “the Department Employees”), in the Circuit Court for Anne Arundel County.
