District Court of Maryland

For 15 years, The Hon. L. Robert Cooper has served as an associate judge for the District Court of Maryland, District 1, Baltimore City. He was named the Judge-in-Charge (JIC) of the civil courthouse in 2019.

“Being a JIC is a challenging position in that Judge Cooper is the Administrative Judge’s representative and designee at civil, assisting in the administration, operation and maintenance of the building and the conduct of court business,” said District Administrative Judge for District Curt of Maryland District 1 Geoffrey Hengerer. “Not only did Judge Cooper work with the building’s Division Chief and courtroom clerks in scheduling and updating dockets for all civil matters, but he led the Rent Roundtable which efficiently reviews and identifies key areas for improvement and cooperation between the bench and various constituent groups that regularly appear in landlord tenant cases.”

From 2013 to 2021, he was the presiding judge of the Adult Drug Treatment Court. He has been a member of the Public Defender Regional Advisory Board No. 1 for Baltimore City and County and Harford County since 2009.

A Maryland native, Cooper went to Hofstra University and earned a bachelor’s degree in American literature from George Washington University and his Juris Doctor from the University of Baltimore School of Law.

He worked as a Baltimore City assistant state’s attorney for nearly a decade with time in the juvenile, misdemeanor jury trial, felony trial and felony narcotics division respectively before going into private practice as an associate at Cooper & Tuerk LLC for three years. He then became a Baltimore assistant public defender for nine years serving in the felony trial, district court and training divisions respectively until he took on his current role.

Cooper serves on the board of directors from the William S. Baer School and volunteers his time for the Baltimore City Teen Court Program and Alternative Directions Inc. He is a member of the University of Baltimore Law Alumni Society.
