For slightly more than a year during the COVID-19 pandemic, Marcellis Mays was in court-ordered home detention awaiting trial on drug-related charges pending in the Circuit Court for Cecil County. He eventually pleaded guilty to possession with intent to distribute cocaine and was sentenced to seven years in prison, but the court declined to credit him for the time he spent in home detention.
