Baltimore County Government

D’Andrea L. Walker serves as the county administrative officer for Baltimore County Government, overseeing the day-to-day operations of Maryland’s third largest jurisdiction and its nearly $5 billion operating budget.

In this role, she directs all county agencies, develops strategic initiatives to enhance operational efficiency and promotes fiscal responsibility across multiple departments.

Walker ensures that equity remains central to decision-making while fostering transparency, accountability and diversity so that all voices are valued in the governing process, serving a population of more than 845,000 residents.

Walker was the first Black woman to serve as director of public works and transportation for Baltimore County. She also established the Dr. Charles L. Dunn Memorial Scholarship in memory of her grandfather to help young people in need attend college.

Through her Links chapter in Annapolis, Walker has provided mentoring at Annapolis Senior High School via the Links Leadership Academy, a program that strengthens the leadership skills and qualities of young women in grades nine through 12. She served in that capacity from 2021 to 2023.
