Helen Stefan Moreau is the founder and CEO of The Midtown Group, a staffing services and solutions firm based in Washington, D.C., and JV partner and member of 1 Everest Group, a joint venture between The Midtown Group and The Windsor Group focused on providing staffing and solutions to the government sector.

Moreau founded The Midtown Group in 1989, starting with a card table as her desk, a few telephones and a fax machine. Since then, she has provided more than 45,000 professionals with stable careers and advancement opportunities. Since 2019 alone, the company has more than tripled its annual revenue, growing the number of temporary contractors it manages from a few hundred to more than 1,000 at a time. In 2024, the company surpassed what she had long called its “Mount Everest” goal, exceeding $100 million in annual revenue — achieved through entirely organic growth with no outside investors, loans or partners. The Midtown Group has never conducted a layoff, a distinction she calls rare in the industry.

Her approach to mentorship extends across all levels of the organization. Through an open-door policy, she makes herself available to any employee seeking advice, guidance or simply a conversation, regardless of role. The company’s internship program has provided a platform for growth: its current director of municipalities and marketing manager both began their careers at Midtown as interns. Former employees who left and later returned have cited their experiences at Midtown and the support they received as factors in their professional development.

For the past two years, Moreau has also mentored students at Bullis High School, guiding teams through projects focused on critical thinking and leadership skills.
