Jessica Hall is deputy bar counsel at the Office of Bar Counsel, Attorney Grievance Commission. After attending national conferences about the rising issue of elder abuse and neglect and serving as an active member of the Montgomery County Elder and Vulnerable Adult Abuse Task Force, she worked with office leadership at the Montgomery County State’s Attorney’s Office in 2015 to create the Crimes Against Seniors and Vulnerable Adults unit, built on nationally recognized best practices to combat physical abuse, neglect and financial exploitation of elderly and vulnerable adults. As a trial attorney assigned to the new unit, Hall prosecuted numerous cases involving the abuse, neglect and financial exploitation of elderly and vulnerable adults.

She also spoke at local and national events and conferences on the prevention and prosecution of these crimes from 2009 through 2021, including a joint presentation to the American Bar Association in October 2017.

In 2022, Hall founded the Montgomery County Women’s Bar Association’s High School Mentorship Program, which has provided mentorship opportunities and career guidance to approximately 75 female-identified high school juniors and seniors with a demonstrated interest in pursuing a legal career, with a focus on potential first-generation law students attending Montgomery County public high schools. The program pairs each mentee with a practicing lawyer in the Montgomery County community and delivers five monthly in-person sessions covering college applications, scholarships, internships, resume writing, interview skills and law-adjacent professions. Over the past four years, Hall has worked to develop the program to include an internship opportunity with the Montgomery County Circuit Court and is actively working to establish a scholarship component.
