A natural parent’s failure to file a timely notice of objection serves as statutory deemed consent to an independent adoption of a child who is not a CINA, just as it would in a CINA guardianship proceeding; furthermore, the procedures provided in F.L. Sections 5-3B-1—32 and Maryland Rules 9-105 and 9-107 are fundamentally fair and did not violate the father’s due process rights.
