Although it denied the TPR petition in 2011, the court’s termination of father’s parental rights in this case was supported not only by the child’s length of time in foster care and attachment to her foster family, but also by evidence of potential harm from continuing the parental relationship, the significant services offered for several years, and the lack of any indication that additional services would allow reunification within 18 months.
