Affirmed.<\/p>\n<p>The Court of Special Appeals\u2019 recent holding in <i>Cosby<\/i> that the doctrine of collateral estoppel may bar an administrative appeal of a finding of indicated child neglect under F.L. \u00a7 5-706.1 is applicable to the instant case. The court\u2019s holding in <i>Cosby<\/i> is in accord with the Court of Appeals\u2019 reasoning in <i>Tamara III<\/i>.<\/p>\n<p>Read the <a title=\"Tamara Abrishamian v.
