This case arises from a decision by the Circuit Court for Baltimore City, Division of Juvenile Causes (“the juvenile court” or “the court”), to change the permanency plans for four of the children of J.C. (“Mother”), appellant, and J.J.C. (“Father”), from a concurrent plan of reunification and custody and guardianship to a non-relative to a sole plan of custody and guardianship to a non-relative.
